Allows the Commission on Judicial Disabilities chair to recall a former member as a temporary substitute when a member is recused, disqualified, or their term expires without a replacement

Authorizes the chair to request that the Governor appoint a temporary substitute member or extend a current member's term until a replacement is appointed

Requires temporary substitute members to meet the same qualifications as the member they replace, and judges or attorneys must be in good standing with the Maryland Bar

Proposes an amendment to Article IV of the Maryland Constitution, requiring three-fifths approval by both legislative houses

Subject to voter approval at the November 2026 general election as a constitutional referendum
