Maximum annual salary for registers of wills changes from a fixed cap of $146,500 to the salary of a State employee at Grade 26, Step 20 of the Maryland Standard and Bargaining Salary Scale in effect the day before a register begins a new term of office

Salary scale changes during a register's term do not apply to the incumbent; new rates take effect only at the beginning of the next term

Repeals the obsolete $12,000 minimum annual salary requirement for the Baltimore City register of wills

Board of Public Works retains authority to determine each register's salary, guided by county population, fee/tax collections over the preceding 5 years, and other pertinent workload data

Takes effect October 1, 2025, but does not apply to registers currently serving terms that began before that date
