Establishes the Commission on Abandoned and Neglected Maryland Cemeteries within the Office of Cemetery Oversight, with 15 voting members appointed by the Office Director serving 4-year terms

Commission membership includes representatives from the Advisory Council on Cemetery Oversight, Maryland Commission on Indian Affairs, Maryland Commission on African American History and Culture, cemetery preservation experts, genealogists, descendant community members, and building development industry

Requires the Commission to develop a statewide searchable inventory of abandoned and neglected cemeteries, establish standard definitions, and create burial site protection education programs for realtors, developers, and law enforcement

Directs the Commission to focus policy recommendations on historical cemeteries with concentration on abandoned African American cemeteries, and to create cemetery maintenance training programs for incarcerated individuals

Annual reports required to the Governor and General Assembly beginning December 1, 2026; effective date October 1, 2025
