Mandates the Department of General Services review existing proposals by June 1, 2025 and issue an expedited request for proposals by August 1, 2025 if no current proposal meets requirements

Requires comprehensive gender-responsive rehabilitative services including education, vocational training, trauma-informed counseling, family reunification assistance, and reentry planning to be available to all female incarcerated individuals with prerelease status regardless of current facility assignment

Designates as an emergency measure taking effect immediately upon enactment, with progress reports due to legislative committees by July 1, 2025 and September 1, 2025
