Mandates that political organizations soliciting for electoral or political purposes must disclose on each solicitation their five largest expenditure recipients from the preceding quarter and the total amounts paid to each

Applies to persons required to file independent expenditure, electioneering communication, or political disbursement reports, as well as unaffiliated political action committees that exclusively make independent expenditures

Authorizes the State Administrator of Elections to investigate violations, issue subpoenas, and hold public hearings, with civil penalties up to $10,000 for violations

Takes effect July 1, 2025
