Expands the definition of damages in eminent domain condemnation proceedings to include not only the fair market value of the land taken, but also any legal, expert, or other fees and costs incurred by the property owner (defendant) in the proceeding

Amends Section 12–104 of the Real Property Article of the Annotated Code of Maryland

Shifts the financial burden of litigation costs from property owners to the condemning authority when government takes private land through eminent domain

Takes effect October 1, 2025
