Authorizes the Baltimore City Board of License Commissioners to waive the 40% food sales requirement for restaurants in a specified area of the 46th alcoholic beverages district (bounded by South Eden Street, Bank Street, South Spring Street, and Eastern Avenue)

Expands the memorandum of understanding requirement from specific license classes (Class B, B-D-7, or D) to include any alcoholic beverages license in Baltimore City when agreements exist with community associations

Permits issuance of a Class C beer, wine, and liquor license for a barbershop on the 800 block of North Howard Street in the 40th district, with restrictions including indoor-only service, 10 a.m. to 9 p.m. sales hours, and limits of two drinks per patron during barbering services

Extends the expiration date for a Class B license on the 3500 block of Boston Street from July 1, 2025 to July 1, 2028 to allow completion of ownership and location transfer to the 3600 block of Boston Street

Requires establishments within 300 feet of places of worship or schools in a specified bounded area of the 46th district to execute a memorandum of understanding with a community association before the Board may issue or transfer a license
