Maryland Commission for Women must establish the Maryland Collaborative to Advance Implementation of Coverage of Over-the-Counter Birth Control to study and improve access to OTC contraceptives

Collaborative membership includes 18+ representatives from state agencies (Insurance Administration, Health Department, Budget and Management, Health Benefit Exchange), reproductive health organizations, pharmacy associations, insurers, and retailers

Focus areas include implementing pharmacy coverage requirements, advancing point-of-sale coverage at retail counters, virtual platforms, and vending machines, and identifying public health initiatives for uninsured or underserved individuals

Interim report due to Governor and General Assembly by January 1, 2026; final report due by December 1, 2027

Act takes effect July 1, 2025 and automatically sunsets on June 30, 2028
