Public Service Commission must conduct a full costs and benefits analysis of electricity generation sources in Maryland, comparing natural gas at current capacity, nuclear at current capacity, and 8,500 megawatts of offshore wind capacity

Analysis must use the Levelized Full System Cost of Electricity model to evaluate scenarios where the state relies solely on natural gas, nuclear, or offshore wind (each paired with energy storage)

Additional costs to address offshore wind reliability issues and intermittency must be included in the analysis

Commission must provide recommended policy changes to support development of energy sources with lowest costs and greatest benefits to ratepayers

Report due to the Senate Education, Energy, and the Environment Committee and House Economic Matters Committee by December 1, 2026; effective date October 1, 2025
