Requires notary publics to provide reasonable accommodations to individuals with physical disabilities that limit their ability to sign a record without assistance

Mandates that notaries notarize signatures of blind individuals after reading the entire record aloud to them and receiving their assent to the notarization

Existing law already allows individuals physically unable to sign to direct another person (not the notary) to sign on their behalf while appearing together before the notary

Effective date: October 1, 2025
