Expands the definition of "cottage food product" to include "nonpotentially hazardous" foods (changed from "nonhazardous" foods) as specified by Maryland Department of Health regulations

Adds refrigerated baked goods as a new category of allowable cottage food products that can be sold without a commercial kitchen license

Defines "refrigerated baked good" as baked food products requiring refrigeration for safety, quality, or freshness, specifically including cheesecakes, custards and meringues, fresh fruit tarts, and refrigerated nonmeat pies

Cottage food products may be sold directly to consumers from residences, farmer's markets, public events, by delivery, or to retail food stores and food cooperatives
