Establishes the Maryland Office of Digital Experience within the Department of Information Technology to provide oversight, leadership, and intervention for major IT development projects, with a Chief Digital Experience Officer appointed by the Secretary

Creates the Major Information Technology Development Project Oversight Division to standardize and monitor project implementation, and the Maryland Digital Service Unit to improve digital services through user-centered design and accessibility standards

Requires the Secretary of Information Technology to ensure units have adequate internal capacity (human capital, subject matter expertise, technical infrastructure) before approving funding for major IT projects, and mandates quarterly meetings between agency Chief Information Officers and the Secretary

Authorizes the Secretary of Information Technology and Secretary of Budget and Management to withhold or reallocate project funds when agencies fail to report consistently or when implementation issues arise, with reallocations exceeding $500,000 requiring a 60-day Legislative Policy Committee review

Establishes an 8-member Information Technology Advisory Board appointed by legislative leaders to advise the General Assembly, and requires the Department to publish a public dashboard tracking all major IT projects including costs, schedules, milestones, and risks
