Prohibits driving, operating, or controlling a motor vehicle in a criminally negligent manner, defined as failing to perceive that one's conduct creates a substantial and unjustifiable risk to safety when such failure constitutes a gross deviation from reasonable standards of care

Violation is a misdemeanor punishable by up to 6 months imprisonment, a fine up to $5,000, or both

Explicitly excludes ordinary negligent driving (as defined in Transportation Article § 21-901.1) from criminal liability under this section

Amended during legislative process to remove vessels from the bill's scope, applying only to motor vehicles in the final version

Takes effect October 1, 2025
