Establishes a 5-member Off-Highway Recreational Vehicle Recreation Oversight Board appointed by the Governor, including representatives from the Maryland Off-Highway Vehicle Alliance, Maryland Motorcycle Dealers Association, American Motorcyclist Association District 7, and individual ATV/UTV and motor vehicle drivers

Board members serve staggered 4-year terms, with initial terms expiring in 2026 (1 member), 2027 (2 members), and 2028 (2 members), and must be Maryland residents

Board advises the Secretary of Natural Resources on operation, acquisition, regulation, and general oversight of off-highway recreational vehicle trails and recreation in the state

Department of Natural Resources provides staff support, with additional support from Maryland Park Service, Forest Service, Wildlife and Heritage Service, and representatives from counties with department-maintained OHV trails

Takes effect October 1, 2025
