Adds two new member positions to the Maryland State Board of Education: one educational support professional (noncertificated, nonsupervisory public school employee in a bargaining unit) and one administrator (principal, assistant principal, or other administrative-level professional)

Both new members will be selected through elections by their respective peer groups statewide, with the Governor appointing the candidate who receives the highest number of votes, subject to Senate confirmation

The Maryland Department of Education must notify all eligible voters and their representative organizations when vacancies occur, and conduct elections under department regulations

Both new members may attend and participate in executive sessions but are prohibited from voting on matters related to appeals under § 6–202 of the Education Article
