Health occupations boards cannot require additional English proficiency evidence from applicants who hold valid, unrestricted licenses from other states that already require English proficiency testing

Each health occupations board requiring English proficiency must prominently display on its website a statement that applicants with qualifying out-of-state licenses may be exempt from additional English proficiency requirements

The State Board of Nursing adds two new acceptable forms of English proficiency proof: passing a U.S. Department of Health and Human Services-approved English proficiency exam, or holding a valid multistate license under the Nurse Licensure Compact

Nurses with valid, unencumbered multistate licenses under the Nurse Licensure Compact may obtain licensure by endorsement in Maryland without meeting additional educational qualification requirements

The act takes effect October 1, 2025
