Cannabis licensees must execute a labor peace agreement prior to their first license renewal and maintain it as a condition of continued licensure

A "labor peace agreement" prohibits the labor organization from engaging in picketing, work stoppages, or boycotts against the cannabis business

The Maryland Cannabis Administration must evaluate whether a labor organization qualifies as "bona fide" based on factors including: active organizing efforts with paid staff, bargaining representative status, filing grievances within 6 months, protest activity within 2 years, and state presence or affiliation with regional/national labor councils

Bona fide labor organizations gain the right to file protests with the Administration against cannabis license renewals
