Charles County Board of Education must provide at least 10 years advance notice to private student bus transportation providers before displacing them with county-operated services

At least 5 years before displacement, the Board must hold a public hearing on the advisability of providing the transportation services directly

Public hearing notice must be published in a newspaper of general circulation once each week for 2 successive weeks before the hearing

"Displacement" does not apply when the Board simply does not renew a contract and hires another private provider, or when a provider threatens public safety, materially breaches their contract, or refuses to continue services
