Requires all board members and officers of condominium councils and homeowners association governing bodies in Charles County to complete a training curriculum on their responsibilities within 90 days of taking office

Training must be developed by a Common Ownership Commission recognized by the state or local government, or by an approved organization

Certificates of completion are valid for 3 years and must be renewed by completing additional training if the member remains in office

Governing bodies must certify completion, retain certificates, and report certifications to the Common Ownership Commission within 90 days

Non-compliant members may be removed from office or have their votes invalidated by the board or governing body
