Eliminates diminution credits (good time credits) entirely for individuals serving sentences for first-degree or second-degree murder in State or local correctional facilities

Caps diminution credits at 10% of the aggregate sentence for individuals convicted of any crime of violence as defined in Maryland Criminal Law Article § 14-101

Prohibits judicial officers from authorizing pretrial release for defendants charged with a crime of violence who have a pending charge for another crime of violence or were convicted of a crime of violence within the previous 10 years

Applies prospectively only to offenses committed on or after the effective date of October 1, 2025
