Removes incorrect references to the Comptroller of Maryland from record-keeping and reporting requirements for performing arts nonprofit organization beer, wine, and liquor license holders in Harford County

Transfers oversight authority exclusively to the Board and Executive Director for records requests, form requirements, audits, and inspections

Eliminates the Comptroller's authority to suspend a license without a hearing for up to 30 days for noncompliance

Changes mandatory Board actions to discretionary: the Board "may" (rather than "shall") summon license holders for hearings and impose fines of $250-$2,000 when violations are found
