Expands Maryland Capitol Police jurisdiction from 1,000 feet to 2,000 feet surrounding State-owned or State-leased buildings and grounds

Grants Maryland Capitol Police officers statewide authority to investigate and enforce criminal laws and Title 12 of the Criminal Procedure Article

Requires Capitol Police to notify local law enforcement (municipal police chief, county police chief, sheriff, or Baltimore City Police Commissioner) as soon as possible when exercising statewide enforcement powers

Simplifies jurisdictional categories by consolidating multiple building classifications (Annapolis, Baltimore, multiservice centers, Department of Labor) into a single State-owned/leased property category
