Expands eligibility for the Edward T. and Mary A. Conroy Memorial Scholarship Program to include children, stepchildren, and surviving spouses of U.S. armed forces members who are or were eligible for the federal Chapter 35 Survivors' and Dependents' Educational Assistance benefit based on the veteran's disability rating.

Allows applicants to verify eligibility by submitting a copy of their Certificate of Eligibility for the Chapter 35 Survivors' and Dependents' Educational Assistance benefit.

Permits school certifying officials or institutional liaisons to verify an applicant's eligibility for Chapter 35 benefits if the applicant cannot obtain a certificate.

Effective date: July 1, 2025.
