Updates committee names throughout the code to reflect the 2022 renaming of the Senate Education, Health, and Environmental Affairs Committee to the Senate Committee on Education, Energy, and the Environment

Corrects misnomers such as renaming the Governor's Office of Crime Prevention, Youth, and Victim Services to the Governor's Office of Crime Prevention and Policy, and updating transit system names (Baltimore Metro SubwayLink, Light RailLink)

Fixes tabulation errors, capitalization inconsistencies, and erroneous internal references in provisions spanning alcoholic beverages, education, health, public safety, state finance, and tax law

Enacted as an emergency measure effective April 22, 2025, with explicit statement that corrections are not intended to affect substantive law beyond fixing technical errors
