Prohibits any person from depriving individuals housed in private detention facilities of rights protected by the U.S. Constitution, Maryland Constitution, Maryland Declaration of Rights, or state/federal law

Authorizes the Office of the Attorney General to investigate violations by issuing subpoenas, entering facilities, compelling testimony and documents, and conducting private interviews with detained individuals

Requires the Attorney General to notify the local governing body in writing when violations are found, including a summary of the violation and necessary remedial measures

Allows the Attorney General to file civil enforcement actions after conducting an investigation, providing 30 days notice to local government, and giving violators reasonable time to correct issues—unless imminent threats to life, health, or public safety exist

Penalties include economic and noneconomic damages, civil penalties up to $25,000 per violation, and injunctive relief; effective October 1, 2025
