Authorizes the Baltimore City Board of License Commissioners to issue Class B-D-7 beer, wine, and liquor licenses in specific locations within the 43rd alcoholic beverages district: one license on the 2600 block of Huntingdon Avenue, three licenses on the 2700 block of Huntingdon Avenue, and one license on the 300 block of West 29th Street

Requires all applicants for these licenses to derive at least 51% of average daily receipts from sales other than package goods and execute a memorandum of understanding with the Greater Remington Improvement Association

Prohibits license holders from creating a separate package goods department at their establishments

Extends until July 1, 2026 the renewal period for a Class C license issued for premises in the 4500 block of North Charles Street

Takes effect July 1, 2025
