Creates a new Class B (athletic and event facility) beer, wine, and liquor license in Wicomico County for athletic facilities, auditoriums, banquet halls, and conference centers with a capacity of at least 500 people and an on-site kitchen

License holders may sell beer, wine, and liquor for on-premises consumption from one or more outlets within the facility

Requires the Board of License Commissioners to adopt regulations prohibiting alcohol consumption by spectators and participants at youth events, including youth athletic events

Board must establish regulations covering dispensing requirements, number of authorized outlets, minimum capital investment, hours and days of sale, and annual license fees before any licenses can be issued

Takes effect July 1, 2025
