Establishes the voluntary Maryland Civic Excellence Program beginning in the 2026-2027 school year to recognize students and public schools that promote civic readiness and engagement

Students earn a Seal of Civic Excellence by taking the Maryland Comprehensive Assessment for Government, earning A or B grades in U.S. History, Modern World History, and American Government, and completing at least 75 hours of student service (with 30 hours dedicated to civic engagement)

Public schools receive a Center of Civic Excellence designation when at least 50% of their graduating class earns the Seal of Civic Excellence

Students who qualify receive the seal recorded on their official transcript and a cord, medal, or other insignia on their diploma; schools receive a banner, Governor's citation, or Department citation

Participating local school systems must submit annual reports to the Department beginning July 1, 2027
