Creates new offense for animal abuse or neglect resulting in the death of a domestic animal or livestock, or the need to euthanize based on a licensed veterinarian's recommendation validated by a second veterinarian

Penalties for abuse/neglect causing death or euthanasia: misdemeanor with up to 1 year imprisonment and/or fine up to $5,000

Standard animal abuse/neglect violations (not resulting in death) remain punishable by up to 90 days imprisonment and/or $1,000 fine

Courts may prohibit convicted defendants from owning, possessing, or residing with an animal for a court-determined period as a condition of sentencing or probation

Enacted as emergency legislation, effective immediately upon Governor's approval on April 22, 2025
