Expands the Howard Community College Board of Trustees from 7 to 9 members, with appointments made by the Howard County Senate Delegation rather than the Governor

Requires all Board meetings to include public comment opportunities and video/audio recordings posted to the Board's website within 2 business days

Mandates Board members undergo training on governance, structure, responsibilities, and roles at least every 2 years

Requires the Board to conduct an annual anonymous employee satisfaction survey using an independent, nationally recognized survey instrument

Requires semi-annual reports to the General Assembly on faculty union contract status until a contract is finalized, effective June 1, 2025
