Increases the Public Service Commission from 5 to 7 commissioners, with new regional residency requirements: 1 from Western Maryland, 1 from Southern Maryland, 1 from the Eastern Shore, 2 from Central Maryland, and 2 from the Capital Region

Changes the Chair appointment process so the Governor selects the Chair from among existing commissioners rather than appointing the Chair position directly

Requires the Commission to submit a slate of nominees to the Governor by August 1, 2025 for the two new positions representing Western Maryland and Southern Maryland

Applies prospectively only and does not affect the terms of current commissioners serving before the effective date

Takes effect July 1, 2025
