Extends the termination date of Maryland's Minority Business Enterprise (MBE) Program from July 1, 2025 to July 1, 2026, including provisions governing public-private partnerships, offshore wind projects, video lottery terminals, and sports wagering licensees

Requires the Board of Public Works to establish MBE participation goals and procedures for public-private partnerships before approving any such agreements, in consultation with the Governor's Office of Small, Minority, and Women Business Affairs and the Attorney General

Extends deadlines for multiple required reports and studies on the MBE Program by one year, including disparity study analyses and compliance evaluations with federal constitutional requirements (Croson decision)

Requires the Governor's Office of Small, Minority, and Women Business Affairs to report by December 31, 2026 on the establishment of MBE subgoals for capital projects and to develop race- and gender-neutral approaches for minority and women-owned businesses in brokerage and investment management services

Takes effect July 1, 2025, and was approved by Governor Wes Moore on May 20, 2025
