Department of Public Safety and Correctional Services must conduct an annual study on where individuals lived before incarceration and where they are released, with reports due to legislative committees by October 1 each year starting in 2026.

Study must include county of residence at intake and county of release for all individuals released from state correctional facilities during the previous year.

For inmates transferred between state facilities prior to release, the study must track how many days before release the transfer occurred.

Study must compare three release categories: individuals released to their pre-incarceration county of residence, individuals released to their county of conviction, and individuals released to the county where their facility is located.

Effective October 1, 2025; approved by Governor Wes Moore on April 22, 2025.
