Maryland Department of Education must register each local education agency as an associate member of a national membership organization that provides access to the Educator Identification Clearinghouse and pay all associated fees and dues

Local education agencies must use the Educator Identification Clearinghouse to screen all current educators employed as of July 1, 2025, and all applicants for educator positions on or after that date

The national membership organization serves as a collection point for professional discipline actions from all 50 states, the District of Columbia, U.S. Department of Defense Educational Opportunity Schools, and Guam

The clearinghouse provides notification when credential actions have been taken against educators by other member states or jurisdictions
