Cellular phone carriers must allow the customer of record (the person responsible for payment) to designate other individuals as authorized users on their account

Authorized users may purchase services or devices and take other actions on the account to the extent permitted by the customer's authorization

Adds new Section 19-108 to the Business Regulation Article of the Annotated Code of Maryland
