Establishes the Public Health Abortion Grant Program to provide operating grants to eligible organizations that improve access to abortion care clinical services for uninsured, underinsured, or at-risk individuals in Maryland

Creates the Public Health Abortion Grant Program Fund as a special, nonlapsing fund, requiring at least 90% of appropriated funds be awarded as grants to eligible organizations

Requires health insurance carriers to transfer 90% of excess ending balances from segregated abortion coverage accounts to the Fund, with initial transfers covering plan years 2014-2023 due by September 1, 2025

Mandates the Governor allocate $2,000,000 to the Program by budget amendment on or before October 1, 2025, with ongoing annual appropriations required beginning in fiscal year 2027

Prohibits the Department from collecting identifying information on individuals receiving abortion services or disclosing identifying information about staff or practitioners at grant-receiving organizations
