Transfers the Cyber Maryland Program from the Maryland Technology Development Corporation (TEDCO) to the Maryland Department of Labor, effective July 1, 2025.

Increases the Fund appropriation from $99,000 to $3,100,000 for fiscal year 2026, with funds to be used for competitive grants and contracts to enhance cybersecurity workforce development.

Expands eligible grant recipients to include employers, registered apprenticeship sponsors, local workforce boards, industry associations, labor unions, local governments, and economic development entities.

Adds new members to the Cyber Maryland Board, including the Secretary of Higher Education, State Superintendent of Schools, the Adjutant General, and the TEDCO CEO or their designees.

Requires the Program to award competitive grants beginning in fiscal year 2026, with legislative intent to allocate $1,000,000 for cybersecurity clinics focused on protecting critical infrastructure sectors including emergency services, water systems, schools, health care, and small businesses.
