Establishes a 4-year pilot program (July 1, 2026 - June 30, 2030) within the State Department of Education to create pools of qualified substitute child care providers available to fill short-term staffing gaps at licensed child care centers and registered family child care homes

Requires the Department to select a tax-exempt nonprofit organization with statewide operations and child care experience to administer the program, awarding $350,000 annually in fiscal years 2027-2030

Mandates substitute provider pools in at least three regions covering rural, suburban, and urban areas, with substitutes required to have proper credentials, training, and criminal background checks

Authorizes the nonprofit to create a statewide digital matching platform, help substitutes obtain required certifications and training, and offer incentives to encourage participation by providers and facilities

Requires the Governor to include $375,000 annually in the budget for the program and mandates a Department report to the General Assembly by December 1, 2029 evaluating program effectiveness
