Lifts Maryland's existing ban on hydraulic fracturing (fracking) for oil and natural gas exploration and production by removing the word "not" from the prohibition in current law

Requires the Department of the Environment to adopt regulations to implement and govern hydraulic fracturing activities in the state

Defines hydraulic fracturing as a stimulation treatment using specially engineered fluids pumped at high pressure into low-permeability reservoirs to create fractures

Effective date: October 1, 2025
