Expands the definition of "dually enrolled student" to include nonpublic secondary school students and home school students, in addition to public school students already covered under existing law.

Makes nonpublic and home school students eligible to apply for the Part-Time Grant Program and the Early College Access Grant, which provide financial assistance for college courses.

Allows existing tuition agreements between public institutions of higher education and schools (including private and home schools) to be evaluated and modified every 2 years.

Public institutions of higher education remain prohibited from charging tuition to dually enrolled students under the expanded definition.

Effective date: July 1, 2025.
