Establishes the Post-Towing Procedure Workgroup to examine issues related to statutory liens on motor vehicles towed from privately owned parking lots under Title 21, Subtitle 10A of the Transportation Article.

Workgroup membership includes one State Senator, one Delegate, and representatives from the Attorney General's Consumer Protection Division, Maryland Association of Counties, Towing and Recovery Professionals of Maryland (2 members), Maryland Retailers Alliance, Maryland Multi-Housing Association, and Apartment and Office Building Association of Metropolitan Washington.

Workgroup must formulate recommendations on measures needed to comply with due process requirements under State and federal law for establishing legally enforceable possessory or statutory liens, including notice requirements.

Report with findings and recommendations due to the General Assembly by December 1, 2025.

Act takes effect June 1, 2025 and automatically sunsets on June 30, 2026.
