County boards of education may reappoint an incumbent superintendent at any time after the end of the second year of their current 4-year term, but no later than March 1 of the year the contract is being renewed

Reappointed superintendents serve a new 4-year term beginning the immediately following July 1

Removes the previous requirement that superintendents notify the county board by February 1 whether they are a candidate for reappointment

Initial superintendent appointments (non-reappointments) must still occur between February 1 and June 30 of the year the term begins

Does not apply to Baltimore City; certain subsections also do not apply to Prince George's County
