Replaces "crisis communication centers" with State 9-8-8 Suicide and Crisis Lifelines in each Maryland jurisdiction, requiring coordination with the national 9-8-8 network for supportive counseling, suicide prevention, crisis intervention, and referrals

Mandates direct dispatch or warm hand-offs from 9-8-8 to mobile crisis response teams and stabilization services when needed

Establishes detailed outcome evaluation metrics for each jurisdiction, including 9-8-8 call/text/chat volume, local answer rates, crisis resolution data by method (phone, mobile team, or 9-1-1 transfer), and mobile crisis team response times

Requires annual public reporting of crisis services data by December 1 each year beginning in 2026, disaggregated by race, gender, age, and zip code
