Establishes a Producer Responsibility Advisory Council to advise on plan development and implementation, and requires the Office of Recycling to conduct statewide recycling needs assessments every 10 years starting July 30, 2034

Mandates producer responsibility organizations pay for recycling infrastructure improvements and reimburse service providers for collecting, transporting, and processing covered materials at rates reaching 90% of costs by July 1, 2030

Requires plans to establish performance goals for recycling rates, composting rates, reuse rates, postconsumer recycled content, and greenhouse gas reductions at 5-, 10-, and 15-year intervals

Imposes administrative penalties of $5,000-$20,000 per violation for non-compliant producers, with penalties up to $250,000 for producer responsibility organizations failing to meet performance goals; effective June 1, 2025
