Creates a special event venue beer, wine, and liquor license in Caroline County for owners of venues classified as special event venues under county zoning law

License fees are tiered by number of events: $250 for up to 10 events per year, $500 for up to 20, $750 for up to 30, and $1,000 for up to 40 events annually

Authorizes holders of multiple event licenses in Caroline County to store alcoholic beverages on-site between events in a locked, secured location, with sales and consumption permitted only during licensed event hours

Requires license holders to maintain complete records of all alcoholic beverages purchased and sold for 2 years, including pre- and post-event inventory for each event

Violations subject license holders to a $100 fine for first offense and up to $500 plus denial of future license requests for subsequent offenses; effective July 1, 2025
