Volume dealing violations involving 50+ pounds of cannabis are reclassified from a felony with mandatory minimum 5-year sentence to a misdemeanor punishable by up to 10 years imprisonment and/or $50,000 fine

Drug kingpin penalties for cannabis conspiracies are reduced from mandatory 20-40 years without parole to a maximum of 20 years imprisonment and/or $100,000 fine with no mandatory minimum

Persons serving mandatory minimum sentences imposed before September 30, 2025 for cannabis volume dealing or kingpin offenses may apply to the court by September 30, 2026 for sentence modification or reduction

Several firearm offenses are elevated from misdemeanors to felonies, including trafficking regulated firearms into the state, possessing/selling stolen firearms, manufacturing handguns not on the state roster, and selling/transferring unserialized firearms or unfinished frames/receivers
