Prohibits persons not accredited by the U.S. Department of Veterans Affairs from receiving compensation for preparing, presenting, or prosecuting veterans benefits claims or appeals, or for advising/consulting on such matters

Bans non-V.A. accredited individuals from receiving referral fees for directing veterans to others who handle benefits matters

Prohibits anyone from guaranteeing, directly or by implication, that a veteran will receive specific benefits or a specific benefit amount

Requires written fee agreements signed by both parties before services are rendered, with fees limited to "reasonable" amounts as defined under federal regulations (38 C.F.R. § 14.636)

Violations constitute unfair or deceptive trade practices enforceable under Maryland's Consumer Protection Act, with civil penalties deposited in the Maryland Veterans Trust Fund; effective October 1, 2025
