Establishes a Workgroup on Mail-In Ballot Accessibility with 22 members including legislators, state officials, disability advocates, election experts, and cybersecurity specialists appointed by the Governor, President of the Senate, and Speaker of the House

Workgroup must examine current mail-in ballot return processes, assess impacts on voters with disabilities, and evaluate alternatives to paper ballot return considering accessibility, security, discrimination potential, and implementation costs

Requires consultation with the federal National Institute of Standards and Technology on cybersecurity issues related to accessible ballot return alternatives

Report with findings and recommendations due to the Governor and General Assembly by December 31, 2025

Takes effect June 1, 2025 and automatically sunsets on June 30, 2026
