Creates a new Class C-PCL (premium cigar lounge) alcoholic beverages license allowing holders to sell beer, wine, and liquor for on-premises consumption Monday through Sunday from 10 a.m. to 1 a.m.

Limits licenses to one per 150,000 county residents, with counties under 150,000 residents eligible for one license; annual license fee is $2,000.

Requires applicants to hold an Other Tobacco Products Retailer License and maintain at least 60% of daily receipts from premium cigars, pipe tobacco, and related accessories.

Exempts licensed premium cigar lounges from Maryland's Clean Indoor Air Act, but requires building plans demonstrating sufficient air filtration, conspicuous signage that smoking is allowed, and signed employee acknowledgements regarding secondhand smoke exposure.

Shortens the moratorium on issuing local alcoholic beverages licenses to tobacconists from July 1, 2026 to June 30, 2025, with the act taking effect July 1, 2025.
