Establishes three regional transportation authorities in Maryland: the Baltimore Region (Anne Arundel, Baltimore, Harford, Howard counties and Baltimore City), Capital Region (Frederick, Montgomery, Prince George's counties), and Southern Maryland Region (Calvert, Charles, St. Mary's counties)

Authorizes counties within each region to opt-in by law and impose transportation authority surcharges: up to 1% sales tax surcharge, up to 2% hotel surcharge, and up to 0.15% transfer tax surcharge on property transactions

Creates special, nonlapsing transportation funds for each region to finance transportation facilities, funded by the surcharge revenues, state appropriations, interest earnings, and other sources

Grants each authority broad powers including preparing regional transportation plans, constructing or acquiring transportation facilities, issuing bonds payable from revenues, employing staff, and recommending regional priorities to state and federal agencies

Requires each authority to report annually to the General Assembly beginning January 1, 2026; effective date is October 1, 2025
